These IRs will consist of hotels, convention spaces, shopping malls and many other amenities. The major attraction of these IRs will be the casinos. The PM Lee explained that a change in the government long sustained policy is necessary to save the country from falling in crises due to huge competition in tourism and economy.

The government being fully aware of the problems associated with gambling decided to open a new regulatory agency called CRA to keep an eye on the casinos. Also, a new legislative step called Casino Control Act will be set up to deal with the gambling problems in appropriate manner.
